How to set up Windows 11 with a local, offline, non-Microsoft account during installation.
Keep the PC disconnected from the internet. When the installer gets to the network connection screen, do this:
1. Press Shift and F10 keys for command prompt.
2. Type: oobe\bypassnro
3. Press enter.
The PC will reboot and return to setup, but this time you'll see an option to skip network connection by clicking “I don’t have internet" at the bottom right.
Now you can make a local, offline account. ✅
